The object of application is homemade special cosmetics. The reception administrative department for the application is the State Drug Administration. The provincial Drug Administration is in charge of manufacturer inspection and sampling.

Service flow includes early communication, formula and packaging review, manufacturer inspection and sampling, products testing, original documents review, application documents preparation, submission of application documents, review and approval by the State Drug Administration and obtaining certificate of permit.
